William W. Bailey was the founder and Chairman of the Board of Illumen, a search technology and knowledge management corporation based in Washington, D.C. In November, 2011 the Company was acquired by The Economist Group of London, England and presently does business through their subsidiary in the United States, Congressional Quarterly/Roll Call. Previously, Mr. Bailey was Senior Partner and Managing Director of Bailey & Dalrymple, as well as Bailey & Robinson, both Washington D.C. based government relations and public affairs corporations.
Mr. Bailey has been involved in government and public affairs for nearly 40 years. Earlier in his career he was a senior executive with Pechiney, a French based aluminum company, where he was Assistant to the President of Howmedica, an affiliate of Pechiney. In 1972 Mr. Bailey was appointed director of state and federal government affairs for the Consumer Health Product Association, a national trade association representing the nonprescription and dietary products industries.
In 1979, Mr. Bailey joined Merck & Co., at that time the largest U.S. based pharmaceutical company, with responsibility for directing its national and international government relations program. In 1987 Mr. Bailey left Merck & Co. to join the Mutual of Omaha Companies as Executive Vice President.
Mr. Bailey has chaired and served on numerous corporate and civic boards, and has frequently chaired public affairs, legislative and policy committees, and political action committees within the healthcare, pharmaceutical, financial services and insurance industries. Mr. Bailey has also been a member of the Board of Directors of the National Foreign Trade Council; a Trustee of the Foundation for Public Affairs; member of the Board of Directors of the Public Affairs Council and a member of the Business Government Relations Council.
Mr. Bailey has served as an instructor at the University of North Carolina where he taught “Policy Decision Making”.
From 2001 to 2004 Mr. Bailey served as a Public Defender in Fairfax, Virginia where he represented before both district and circuit trial courts over 500 criminal and family law clients, and has served as a family law defendant counsel for the Commonwealth of Virginia in Fairfax, Virginia.
Mr. Bailey received a utility patent from the United States Patent and Trademark Office in 2013.
Mr. Bailey holds both undergraduate and graduate degrees in business from the American University (BSBA/MBA) and is a 1968 graduate of the George Washington University’s National Law Center (JD). He also is completing a Master’s of Laws (LLM) degree. Mr. Bailey is a member of the Virginia State Bar, Federal District Bar and the U.S. Supreme Court Bar.
